eBPF was created by Alexei Starovoitov while at PLUMgrid (he's now at Facebook) as a generic in-kernel virtual machine, with software defined networks as the primary use case. in 2004, so I have to think back to that time to understand it. eBPF does more. eBPF is hard to use directly, so bcc was created as a Python front-end.
