Testing different base table cardinalities is just one dimension to try. You can create supporting tables in the user database if needed.

SQL Server 2016 introduced serial batch mode processing and aggregate pushdown. Still, when the plan generally qualifies for grouped aggregate pushdown, both pushdown (fast) and non-pushdown (slow) code paths are made available.
