The open source Cloud Carbon Footprint Tool takes billing data (which is available monthly or hourly) as it’s input, along with estimated carbon intensity factors, and can produce workload carbon estimates, but not in real time. I published a paper and presentation in 2006 that discusses the complexities of measuring CPU utilization.
