Raymond Chen gives several reasons for why Windows Error Reporting doesn’t restart crashed processes before uploading the report (circa 2012) but I don’t find those reasons entirely compelling, especially in the start-menu case. There is also some confusion about the behavior – maybe the design has changed in the last ten years.
